The Opportunity:

The City is currently recruiting for two dynamic, experienced, and versatile Public Works Operations Managers to provide management, oversight and strategic planning for key department infrastructure programs in the areas of streets, parks, recycling, wastewater collection, stormwater, and traffic. The ideal candidate will possess excellent communication skills with a strong customer service approach and have at least four (4) years of increasingly responsible public works experience, including two (2) or more years of managing staff and projects. 


The Positions:

These positions plan, direct and coordinate multi-disciplinary division(s) and staff, which includes directing and managing comprehensive maintenance, construction and building projects/programs having a Citywide impact; to prepare and administer division budget(s); to develop division/department policies and procedures; to prepare research and progress reports; to manage staff; to perform related work as required.



The Process:

The most highly qualified candidates will be invited to a Qualifications Appraisal Interview tentatively scheduled the 3rd or 4th week in June.

TYPICAL DUTIES:
The following duties are only a representative sample; position assignments may vary.
  • Plans, organizes, directs and manages construction projects/programs which have a citywide impact
  • Establishes and approves division goals and objectives, measures and evaluates results and outcomes of projects/programs, and recommends adjustments to achieve goals
  • Develops projects/programs in compliance with governing laws, rules and regulations
  • Coordinates the set-up and operations for special events and interdepartmental projects/programs
  • Develops and implements division policies and procedures
  • Reviews, interprets and makes recommendations on city and departmental rules and regulations
  • Supervises, trains, motivates and evaluates staff
  • Schedules work and evaluates progress
  • Researches and recommends the purchase of supplies and equipment
  • Prepares and administers budget for assigned division(s) and assists with budget preparation for department, including 5-year capital projections for all city facilities
  • Monitors, tracks and modifies project expenditures to assure that the projects are completed within budget
  • Approves division expenditures, including progress payments on work which has been contracted, ensuring that monies are spent according to requirements of the funding source
  • Identifies and researches new funding sources
  • Works in collaboration with city employees from all departments, contractors, professional consultants, vendors and colleagues
  • Identifies and participates in resolving safety hazards, maintenance and repairs
  • Performs studies, prepares reports, including council reports and keeps accurate records
  • Investigates, reports, and may be responsible for resolving complaints regarding division activities
  • May prepare, provide input, or review designs for new facilities and/or modifications to existing facilities
 
QUALIFICATION GUIDELINES:
Knowledge of:
  • Extensive knowledge of the theories, principles, practices and techniques of infrastructure maintenance and management
  • State and local safety codes governing work practices
  • Basic math concepts
  • Extensive knowledge of hazardous materials handling/disposition procedures
  • Considerable knowledge of division organization and resources
  • Working knowledge of prevailing wage and public works laws as they apply to construction projects
Ability to:
  • Ability to read street maps and utility maps
  • Ability to establish and maintain effective relationships with City employees, contractors, professional consultants, vendors and various organizations and governmental agencies
  • Ability to work in collaboration with others in order to achieve the project/program goals of the division and City
  • Ability to be creative and innovative in resolving conflicts or in preparing solutions to problems as they arise
  • Ability to plan, direct, supervise and evaluate the work of division staff and contractors
  • Ability to communicate effectively orally and in writing
  • Ability to adapt to a variety of new and constantly changing assignments
  • Ability to lead, motivate and manage work groups and participate in a team environment
Education:

Graduation from an accredited college or university with a four-year degree in a related field, or educational achievement equivalent to a four-year college degree, or journey- level training with college coursework supplementing the apprenticeship training.
 

Experience:

At least four years of experience in a field specific to the assigned division(s), including supervisory responsibilities for people and projects.

 
Special Requirements:

Possession of, or ability to obtain, prior to employment, a valid Class C California driver's license with a safe driving record.
