SUMMARY DESCRIPTION:

The City of San Marcos Development Services Department is currently accepting qualified

applications to fill one vacancy in the Land Development Engineering Division. Depending on

qualifications and experience, this vacancy will be filled at either the Associate or Senior Civil

Engineering level.

The Land Development Engineering Division is responsible for assisting the community with their private

development needs. This position's primary focus will be on processing, reviewing and managing

entitlement and construction documents for projects ranging from single family homes to 200 acre

specific plans containing residential, mixed use, and commercial/retail uses. The ideal candidate will

have experience in reviewing grading and street improvement plans, subdivision mapping, the Model

BMP Design Manual, entitlements and the California Environmental Quality Act.

Associate Civil Engineer Annual Salary Range: $90,262.36 - $117,771.91

Senior Civil Engineer Annual Salary Range: $99,288.60 - $129,549.11

Associate Civil Engineer:

Under direct or general supervision, performs various professional field and office engineering work

related to the management, planning, design, construction, and maintenance of the City's Capital

Improvement Program, land development, traffic engineering, City public works infrastructure, and daily

departmental operations; provides project management and administration; confers with developers,

contractors, consultants, and representatives of other agencies regarding facility and infrastructure

development; administers professional services and construction contracts; administers Federal and

State grant funds associated with construction projects; provides staff assistance to the City Engineer

and his/her senior staff, other departments and divisions, and the public in areas of expertise; performs

a variety of studies and prepares and presents staff reports.

This is the journey-level class in this professional engineering series. Incumbents are expected to

perform the full range of professional and technical engineering work in all of the following areas: the

City's Capital Improvement Program, land development, traffic engineering, City public works

infrastructure, and daily departmental operations, in addition to providing project management and

administration. Positions at this level are distinguished from the Assistant level by the performance of

the full range of complex duties as assigned, working independently, and exercising judgment and

initiative. Positions at this level receive only occasional instruction or assistance as new or unusual

situations arise and are fully aware of the operating procedures and policies of the work unit. This class

is distinguished from the Senior Civil Engineer in that the latter functions as a lead worker in the series

and has ultimate responsibility for organizing, assigning, and reviewing all work of all staff involved in an

assigned area of the Engineering Division.

Positions in the professional engineer class series are flexibly staffed and positions at the Associate Civil

level are normally filled by advancement from the Assistant level after gaining the knowledge, skill,

experience, licenses, and certifications which meet the qualifications for and after demonstrating the

ability to perform the work of the higher-level class. When filled from the outside, the employee is

required to have prior related experience that allows the employee to meet the qualification standards

for the Associate level.

Senior Civil Engineer:

Under general direction, plans, schedules, assigns, and reviews the work of engineering staff in one or

more functional areas within the Engineering Division; supervises, plans, and coordinates highly

complex professional engineering activities including environmental program/planning and compliance,

design, construction, land development engineering, and other programs; ensures that functions meet

all applicable laws, regulations, and City policies related to the City's Capital Improvement Program,

traffic engineering, and land development; coordinates divisional activities with other City departments

and outside agencies; provides highly responsible and complex administrative support to the Public

Works Director/City Engineer, Deputy City Engineer, Principal Engineer, and others. Receives general

direction from assigned management staff and exercises general supervision in a lead role over assigned

staff.

This is the lead classification in the professional engineering series. The incumbent organizes and

manages day-to-day engineering activities and is responsible for providing professional-level support to

the Public Works Director/City Engineer, Principal Engineer, and other staff in a variety of areas,

including assisting with capital improvement project planning and development and administration of

Federal, State, and local funds for capital improvements and various other projects and

studies. Successful performance of the work requires an extensive professional background as well as

skill in coordinating divisional work with that of other City departments and public

agencies. Responsibilities include performing many of the Division's day-to-day administrative

functions. This class is distinguished from the City Engineer in that the latter has management

responsibility for all engineering, capital improvement, and land development functions and activities of

the City. This class is distinguished from the Principal Engineer in that the latter has the responsibility

for direct supervision and oversight of junior engineering classifications.

REPRESENTATIVE DUTIES:

The following duties are typical for this classification. Incumbents may not perform all of the listed

duties and/or may be required to perform additional or different duties from those set forth below to

address business needs and changing business practices.

Associate Civil Engineer

Reviews construction plans prepared by consulting engineers and private contractors to verify

compliance with City regulatory agency and public utility improvement requirements; checks

plans for conformance with regulations regarding line, grade, size, elevation, and location of

structures; reviews engineering calculations of other engineers or engineering technicians;

participates in pre-design, construction, and utility coordination meetings and issues construction

permits.

Investigates field problems affecting property owners, contractors, and maintenance operations;

responds to citizen inquiries and complaints; provides information to the public at the front

counter in person, via telephone, or other means of communication regarding grading,

encroachment permits, right-of-way and property line information, utility information,

improvement plan check, and payment processes.

Reviews traffic control plans, performs speed and traffic surveys and traffic counts. Assists with

traffic engineering studies and roadway design. Reviews and prepares traffic signal plans, timing

plans, and sign and striping plans.

Plans, designs, and inspects all phases of civil engineering public works construction projects,

including defining the scope of the project; securing adequate funding from Federal and State

grant programs and other funding sources; coordinating with permitting and public utility

agencies; performing historical document research and review; surveying and engineering

analysis of alternatives; preparing plans, specifications, and cost estimates; performing research,

map, and field studies and surveys; drafting site plans with specialized computer software;

applying engineering principles and practices to specific problems; coordinating construction

schedules with other projects and agencies, preparing and reviewing cost estimates and

inspecting construction of projects to ensure compliance with construction documents; and other

related planning and design work.

Provides construction administration, public relations, management, and inspection of public

works construction projects, including coordinating work with other divisions and City

departments, reviewing and inspecting work to ensure conformance with plans and specifications,

tracking and maintaining all project accounting, coordinating schedules, and providing public

Attends meetings, conferences, workshops, and training sessions and reviews publications and

audio-visual materials to become and remain current on principles, practices, and new

developments in assigned work areas.

Communicates and coordinates regularly with appropriate others to maximize the effectiveness

and efficiency of interdepartmental operations and activities.

May provide technical direction and training to other engineering and technical staff or student

interns.

Senior Civil Engineer:

Plans, organizes, and oversees, and administers all services and activities of the assigned areas of

engineering functions, including but not limited to public and private land development projects,

capital improvement projects, traffic engineering, flood control, and/or stormwater management.

Participates in the development and implementation of goals, objectives, policies, and priorities

for assigned programs; recommends, within departmental policy, appropriate service and staffing

levels; recommends and administers policies and procedures.

Trains staff in engineering activities, work and safety procedures, and in the operation and use of

equipment and supplies; implements procedures and standards.

Monitors operations and activities of an engineering work unit; recommends improvements and

modifications and prepares various reports on operations and activities.

Participates in the selection of, trains, motivates, and evaluates assigned personnel; works with

employees on performance issues in coordination with Human Resources; implements discipline in

consultation with Human Resources; responds to staff questions and concerns.

Plans, directs, coordinates, and reviews the work plan for the assigned area; meets with staff to

identify and resolve problems, assigns work activities, projects, and programs; monitors work

flow; reviews and evaluates work products, methods, and procedures.

Provides input in the development and administration of the assigned division's annual budget

and the capital improvements budget.

Establishes and maintains safety programs for assigned staff; implements related action plans.

Responds to work related injury and/or illness.

Identifies opportunities for improving service delivery methods and procedures; provides

recommendations concerning process changes; reviews with appropriate management staff;

implements improvements.

Inspects and verifies work in progress and completed work of assigned junior employees and

contractors for accuracy, proper work methods, techniques, and compliance with applicable

standards and specifications.

Develops consultant requests for proposal for professional and/or construction services and the

advertising and bid processes; evaluates proposals and recommends project award; administers

contracts after award.Negotiates and administers contracts for construction projects; ensures

contractor compliance with City standards and specifications, time, and estimates; analyzes and

resolves complex problems that may arise; recommends and approves field changes as required.

Conducts Capital Improvement Project planning activities; provides oversight and input into the

conceptual design of engineering projects; investigates and resolves problems with scope of work

or cost issues of major facility upgrade and replacement projects; participates in construction

management activities as required, ensures that projects are completed on time and within

budget.

Analyzes civil engineering plan design, specifications, consultant and staff comments in

accordance with design requirements and municipal and intergovernmental standards and

regulations; recommends approval or additional engineering conditions and changes.

Meets and confers with contractors, engineers, developers, architects, a variety of outside

agencies, and the general public in acquiring information and coordinating engineering matters;

provides information regarding City development requirements.

Provides technical information and instruction regarding applicable procedures and methods;

interprets and explains plans, specifications, rules, regulations, and procedures; answers

questions and resolves concerns.

Performs the most complex engineering duties and provides technical assistance to field crews

and inspectors.

Troubleshoots complex operational and maintenance problems; corrects or directs the correction

of operational and/or procedural problems.

Coordinates assigned services and activities with those of other divisions and outside agencies

and organizations to ensure City standards are being met.

Provides staff assistance to the Principal Engineers and/or Public Works Director/City Engineer as

assigned; prepares or oversees the preparation and presentation of staff reports and other

necessary correspondence; prepares or oversees the preparation and maintenance of related

reports, records, and files; ensures the proper documentation of activities.

Stays current on the status of new and pending regulatory legislation; recommends changes to

grant-funded projects and satisfies the grant requirements; prepares various authorization

requests for the funding source agencies.
