To plan, organize, direct and review the activities and operations of the Engineering Department including the District's capital improvement program, project design, inspection, water resources management, environmental review, developer related services including plan checking, easements/quit-claims,  GIS and mapping, facility mark-out activities, and contract administration; to coordinate assigned activities with other departments and outside agencies; to serve as the District's Chief Engineer; and to provide highly responsible and complex administrative support to the General Manager.

Receives policy direction from the General Manager.
Exercises direct supervision over assigned professional and technical personnel.
Provides leadership and works with staff to ensure a high-performance, customer service oriented work environment which supports achieving the Department's and District's mission and values; applies process improvement and quality management principles to assigned area of responsibility.
Develops, plans and implements Department goals and objectives; recommends and administers policies and procedures.
Coordinates Department activities with those of other departments and outside agencies and organizations; provides staff assistance to the General Manager and Board of Directors; prepares and presents staff reports and other necessary correspondence.
Directs, oversees and participates in the development of the Department's work plan; assigns work activities, projects and programs; monitors work flow; reviews and evaluates work products, methods and procedures.
Supervises and participates in the development and administration of the Engineering Department budget; directs the forecast of additional funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures; implement mid-year adjustments.
Plans and implements District water resources programs and projects.

Plans and organizes the work of assigned staff; participates in the selection and training of assigned personnel; provides leadership and establishes performance requirements for assigned staff; regularly evaluates performance and provides direction and coaching for performance improvement and development; recommends merit increases and other rewards to recognize performance of and motivate assigned staff; recommends disciplinary action to address performance deficiencies, all in accordance with the District's personnel policies, procedures, practices and MOU provisions.
Develops and administers the District's capital improvement budget; administers approved CIP budget; reviews and recommends approval for all construction plans including cost estimates.
Secures and manages the services of contractors and consultants in the performance of engineering studies and projects.
Oversees the administration of construction contracts including the review and approval of progress payments, change orders, and resolution of construction field issues.
Negotiates complex agreements; prepares, reviews, and interprets agreements and contracts.
Directs and participates in the preparation and evaluation of technical studies, reports and analyses related to engineering services; analyzes and evaluates study results and implements findings.
Represents the Department to outside groups and organizations; participates in outside community and professional groups and committees; provides technical assistance as necessary.
Researches and prepares technical and administrative reports and studies; prepares written correspondence as necessary.
Supports the District's safety program; ensures subordinates follow safety practices in work; enforces safety procedures; educates employees on safety rules, regulations and codes, safe work habits, and potential hazards by their work.
Builds and maintains positive customer-focused service processes and working relationships with co-workers, other District employees and the public using principles of good customer service.
Performs related duties as assigned.
Knowledge of:
Advanced principles and practices of engineering and administration including, planning, design, cost estimating, construction, and inspection.
Principles and practices of project management. 
Methods of preparing designs, plans, specifications, estimates, reports and recommendations relating to District facilities and projects.
Principles and practices of leadership, training, strategic and functional workforce planning, and performance management.
Pertinent local, State and Federal laws, rules and regulations.
Organizational and management practices as applied to the analysis and evaluation of programs.
Principles, practices and techniques of public administration including budget preparation and administration and personnel administration.
Modern office equipment and methods including use of applicable computer applications.
Appropriate safety practices, safe work procedures and safety regulations pertaining to the work.
Ability to:
Plan, direct and control the administration and operations of the Engineering Department.
Prepare and administer department budgets.
Develop, recommend, interpret, explain and enforce pertinent District and Department policies, procedures, rules and regulations.
Plan, organize, supervise, train, motivate, coach and evaluate the work of assigned personnel.
Prepare and present reports and analysis.
Gain cooperation through discussion and persuasion.
Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
Interpret and apply District policies, procedures, practices and MOU provisions, including but not limited to those in the Administrative Code.
Operate and use modern office equipment including a computer and applicable software.
Communicate clearly and concisely, both orally and in writing.
Perform work in accordance with safety regulations, guidelines and practices.
Operate a vehicle observing legal and defensive driving practices.
Establish and maintain effective working relationships with those contacted in the course of work.
Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

Seven years of increasingly responsible professional engineering experience involving the design and construction of a variety of District facilities and projects; including three years of administrative and management responsibility.
Bachelor's degree from an accredited college or university with major course work in Civil Engineering or a related field. Advanced degree desirable.
License and Certificate
Possession of, or ability to obtain by appointment date, a valid California driver's license and ability to maintain insurability under the District's Vehicle Insurance Policy.
Possession of a current certificate of registration as a Professional Civil Engineer in California.
Physical and Mental Requirements
Analyze budget and technical reports.
Interpret and evaluate staff reports and related documents.
Know and interpret laws, regulations, codes and procedures.
Observe performance and evaluate staff.
Problem solve department related issues.

Sit at desk and in meetings for long periods of time.

Environmental Factors
Work is normally performed in a temperature controlled office environment subject to typical office noise. Conditions include attendance at evening meetings and irregular hours as necessary to meet deadlines and achieve objectives as well as periodic travel.
