To perform engineering/technical field and office duties in support of developer and District initiated planning and construction activities; assist customers in understanding District policies, procedures and standards; prepare maps and other graphics utilizing the District's Geographical Information System (GIS), conduct hydraulic analysis in support of raw water conveyance and distribution system evaluations, support engineering/technical efforts and analysis associated with the District's water treatment plant; and provide other engineering/technical support as required by the Engineering Department.
Receives general supervision from the Engineering Services Manager.
Duties may include, but are not limited to, the following:
Utilizing the District's GIS, prepares, updates and revises engineering maps and drawings related to a variety of activities including capital improvement projects. Prepares graphics and conducts a variety of other assessments utilizing the District's GIS.
Supports senior engineering staff in the development and implementation of the District's capital improvement program. The capital improvement program includes pipelines and pump stations associated with raw water conveyance and potable water distribution, as well as, water treatment facilities.
Working with senior engineering staff, conducts hydraulic analysis in support of raw water and distribution system evaluations.
Utilizes spreadsheets to assist senior engineering staff in a variety of planning, design, and budget development activities.
Assists customers, developers, engineers, and contractors, either by phone or in person, regarding questions on property/capacity requirements for water, policies and procedures; researches and assists with the resolution of related problems.
Provides information and explains District policies, rules and regulations related to property development and services.
Coordinates with local Fire departments and other entities associated with the developer review process; reviews requests for services and other developer submittals for conformance with District requirements; seeks advice from senior engineering staff where necessary.
Maintains District files and other documents relative to capital projects, as well as, development projects, including active and archived records and project files for developer projects, requests for future splits of property, tentative parcel maps, building permit applications, utility statistical records and service/capacity quotations.
Assists with property management functions; checks building permit site plans for conflict with District easements and provides assistance in the preparation of quit-claim documents.
Performs engineering/technical duties in support of property right activities including researching and reviewing legal descriptions of parcels, street location, property rights, and easements and obtaining appraisal on value of property and registering property with County.
Provides field inspection services to confirm that construction activities comply with established procedures and standards.
Collects and tracks technical data; prepares a variety of reports and spreadsheets.
Observes safe work practices and ensures that proper safety practices and procedures are followed.
Builds and maintains positive customer-focused service processes and working relationships with co-workers, other District employees and the public using principles of good customer service.
Performs related duties as assigned.

Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

Training and/or Experience:
Equivalent to a four-year Bachelor's Degree in Civil, Environmental, or Mechanical Engineering or related field is preferred or a two-year Associate's Degree with major course work in Engineering and two years of responsible technical and field experience in support of development and engineering related functions is acceptable.
License and Certificate
Possession of, or ability to obtain by appointment date, a valid California driver's license and ability to maintain insurability under the District's Vehicle Insurance Policy. An Engineering-In-Training Certificate is highly desirable.
Environmental Factors
Work is generally performed in a temperature controlled office environment subject to typical office noise, with some work done outdoors with exposure to traffic, outdoor weather conditions including extreme heat and cold and to wet, and humid conditions.
