Joint Presentation: Port of San Diego and City of Chula Vista Speakers • Paul Fanfera, Port of San Diego, Acting Director of the Environmental and Land Use Management Department Paul has 12 years of local government experience with the Port as Director of Finance, Senior Director of Real Estate and Assistant Vice President of Operations. Currently he is responsible for business development and project financing and is Interim Director of the Environmental and Land Use Management Department. Paul practiced law with the United States government and with a division of American Express specializing in tax, securities and real estate. He also managed investment portfolios of real estate for pension funds and life insurance companies, primarily with the State of Wisconsin Investment Board and with John Hancock Insurance Company. • Gary Halbert, City of Chula Vista, Assistant City Manager and Director of Development Services Gary has 30 years of local government experience in transportation engineering, city planning, development services and city management. Gary is a certified planner and a professional engineer. Gary is homegrown with a BS from UCSD and a Masters in PA from SDSU.
AGENCY SPOTLIGHT...... Civic San Diego Civic San Diego (formerly Centre City Development Corporation and Southeastern Economic Development Corporation) is a nonprofit public benefit corporation wholly owned by the City of San Diego with the mission of managing public improvement and public-private partnership projects of the City's former Redevelopment Agency. Speaker: Jeff Graham, President Civic San Diego Mr. Graham oversees a 32-member staff and $5.9 million budget to unwind redevelopment activities downtown and in Southeastern San Diego, as ordered by the state. He joined CCDC in July 2007 as its vice president for redevelopment and has served in effect as chief of staff for the last year. Before joining CCDC, Graham was director of real estate economics for Guidant Group, portfolio manager with PacWest Group and manager of financial planning and analysis at Rancho Financial Corp. Mr. Graham has a BA, Economics & Political Science from University of Pittsburgh and an MBA in International Business from San Diego State University.
