Speakers: Elizabeth Treadway, APWA National President Elizabeth is Principal, Water Resources with AMEC Environment and Infrastructure, Johnson City, Tenn., and has been with the firm for 13 years. Prior to joining AMEC, Treadway worked for the City of Greensboro, N.C., for 16 years in public works, joining the department as a Transportation Planner and then promoted to Environmental Services Director. Treadway has been actively involved in APWA since 1986 at both the chapter and national levels. In addition to having been North Carolina Chapter President, she has been the chapter’s committee chair for the Administrative, Audit, Budget, Education and Training, Nominating, State Government Affairs, and PACE Committees. At the national level, she has been a member of the Water Resources Management Committee, Government Affairs Committee, Congress Planning Committee, Membership Committee, and most recently co-chaired the Certification and Professional Development Group. Treadway was named one of APWA’s Top Ten Public Works Leaders of the Year Carl DeMaio, Keynote - "Progress and Next Steps on Rebuilding San Diego Infrastructure" Graduated from Georgetown University with a degree in International Politics and Business. Worked as a political intern in Washington DC, ultimately landing a job with the Congressional Institute. In 2000, he launched the Performance Institute, a non-partisan, private think tank dedicated to reforming government through the principles of performance, transparency, competition and accountability. In 2003, Carl founded the American Strategic Management Institute (ASMI), which provides training and education in corporate financial and performance management. On June 3, 2008 Carl DeMaio was elected to the San Diego City Council to represent District 5.
