October 10, 2013 Sponsored by: PARSONS BRINCKERHOFF Topic: Emergency Preparedness for Fire Prevention 1st Speaker: Fire Chief Javier Mainar Chief Mainar has served as the City of San Diego’s Fire Chief for the past 33 years. As Chief, he directs a department of more than 1200 firefighters, lifeguards, paramedics, emergency medical technicians and civilian personnel with a budget just over $200,000,000. Mainar is a 33-year veteran of the San Diego Fire-Rescue Department; immediately prior to becoming Chief he served three years as Assistant Chief of Support Services, overseeing Logistics, Fire Communications, Fire Prevention and Fiscal and Administrative Services. He holds a B.A. in Public Administration from San Diego State University and an A.S. in Fire Science from Miramar College. In addition, Chief Mainar holds numerous fire service management certificates and certifications. 2nd Speaker: Sudi Shoja on Emergency Management & CESA A registered engineer in the State of California, she graduated with her Master of Science degree from Purdue University majoring in structural engineering. She is the President of Disaster Solutions Services and has over 20 years of experience in both public and private sectors. Part of her career involved partnership in a seismic retrofit design and construction company and being the City Engineer for the City of Vista, CA. Sudi Shoja has worked with local agencies to develop seismic retrofit plans, crisis management and disaster recovery plans including Local Hazard Mitigation Plan, Emergency Operation Plan, Business Continuity Plan, Reunification, grant applications and other required mitigation plans and is a participant in local emergency preparedness efforts by Orange County Sheriff and local school districts. Agency Spotlight - Leslie Luke, County of San Diego Leslie Luke is the Group Program Manager for the County of San Diego’s Office of Emergency Services where he oversees the office’s Operations Branch, Planning Branch, Recovery Branch and Support Services. He’s the Recovery Coordinator for the County of San Diego and has been the Recovery Operational Area lead for five federally declared disasters and numerous state declared disasters.
He coordinates the Continuity of Community Programs; liaisons with schools including childcare resource centers, faith based organizations, Tribal Nations, Farmworker Care Coalition and created the ReadySanDiego Business Alliance. His staff coordinates the office’s public awareness/public education initiatives, special projects and the student worker/internship/volunteer program.
